Jobs, sustainability, and economic progress for town in Peru

The municipality of Eten, located in northwest Peru, embarked on an ambitious project to create a traditional industrial park between Eten and Chiclayo more than 15 years ago. Despite covering over 86 hectares, the project made little headway until two years ago, when only a few small businesses had established operations in the area. Recognising the need for a fresh approach, the municipality enlisted the support of influential entrepreneurs and experts to reimagine the project. Together, they decided to develop plans for Peru’s first fully ecological industrial park and sought expertise from PUM .

Laying the groundwork

To gain a clear understanding of the site’s potential, the team developed a preparatory plan addressing key questions about infrastructure, accessibility, terrain conditions, and utilities. Areas such as renewable energy, waste management, recycling, energy-efficient facilities, wastewater treatment, and water management were also analyzed. This groundwork led to a detailed action plan to guide the project forward.

Upon arriving in Peru in November 2024, PUM expert in Building, Dick Verlaan was warmly welcomed by the project team and PUM representative Anne Villanueva. Their collaboration began with a site visit and discussions on the eco-industrial park concept. Over several days, all aspects of the project were meticulously explored. By the week’s end, team members summarised the discussions, showcasing their thorough understanding of the eco-park vision which exceeded all expectations.

Collaborative efforts and design development

The project gained significant momentum with support from municipal and provincial authorities. A symposium was organised to highlight the park’s potential and its importance for sustainable development in Peru. The team’s robust network of stakeholders across government and business sectors proved invaluable in advancing the initiative.

Following Dick’s recommendations, a landscape architecture firm was engaged to develop the park’s design. Productive discussions with the firm’s representatives resulted in their enthusiastic support and commitment to creating two design concepts for the eco-park.

A model for the future

The project’s success can be attributed to meticulous preparation and the enthusiasm of the team members. Feedback sessions revealed widespread satisfaction with the insights and expertise provided by PUM. The ecological industrial park in Eten is poised to become a landmark achievement, setting a precedent for sustainable industrial development in Peru.
