This sector focuses on the front-end of the building process, such as development, design, architecture, and engineering, i.e.: building on paper.


Project development is the whole process from initiative till start of the execution on site. PUM-experts are able to guide a client step by step through the process. Project development includes market analysis, financing, advertising, cost estimating, selection of partners, invitation of bids and cost of ownership estimates.

Each investment in building should start with a feasibility study. It is important to be aware of possible cost and revenues before capital is invested in an architectural design. In a feasibility study the scope of a project is assessed. An estimate of the required number of square meters to be built is made. By multiplying square meters with the average cost of construction per square meter a provisional overall budget is calculated.

Design is a major area of expertise. This concerns design for a wide variety of specialisms: housing, industrial facilities, hospitals, schools, public buildings, sport facilities, recreational facilities, factories and infrastructural networks. For almost each type of building PUM has an expert with relevant experience.

Design management is another area of expertise. During detailed design the client will often be asked to make decisions in the on-going design process. This concerns mainly questions about unforeseen situations leading to additional works and budget adjustments. PUM-experts are trained to represent the client in discussions with all parties concern in the project.
